DC kicks off Independence Day Football Trophy

ITANAGAR, Jul 25: Defending Champion OC Police Team Balijan beat Barmajan TE 4-2 in the first match of the Independence Football Trophy 2015 at Balijan today.

Papum Pare District Deputy Commissioner Tai Kaye, who kicked off the tournament, appealed to the participating teams from both Assam and Arunachal Pradesh to play the game in a friendly manner with true sportsman spirit.

Saying that sports foster friendship and understanding, the DC hoped that this yearly football tournament will help bring people from both the states closer and help maintain a cordial relation among them.

The DC also suggested the participating teams to learn to accept defeat gracefully as winning and losing are part and parcel of any sport.

The final will be played on the Independence Day.

The ADC and ZPM of Balijan also spoke on the occasion.

Circle level sports meet

ITANAGAR, Jul 25: In view of the forthcoming state level Sports & Games Meet being organised by the Arunachal Vikas Parishad (AVP) during November next, the Papum Pare AVP unit has organised a circle level sports competition for both Doimukh and Gumto circles at Rono ground Doimukh today.

While kicking off the circle level sports meet, Papum Pare DDSE Tana Tagu Tara called upon the young generation to give equal importance to the games and sport and their studies. “As a student one should focus more on sports activities to keep themselves mentally and physically healthy,” he said.

He further informed that the state Govt. has reserved 10 per cent job quota for meritorious sports person in govt. departments in order to encourage the youths of the state to take up sports as career. The DDSE also applauded the endeavour of the AVP for giving opportunity to the rural youths of Arunachal Pradesh to show-case their hidden talents. More than 100 participants from different schools took part in various athletic events organised by the AVP unit.

The winners of the circle level competition will participate in the district level sports and game. Similarly the district level winners will participate in the state level sports meet.

Altogether 82 players participated in the competition. 42 players have qualified to compete in the district level competition to be held on September 12 and 13 next.

Memorial football tourney at Dirang

ITANAGAR, Jul 25: The 2nd Lobsang Tsering and Konjo Buti Memorial Football tournament began at Lopon Stadium in Dirang.

Director, Youth Affairs DK Dinglaw, who kicked off the tournament a week ago, encouraged the youths to take up sports seriously and make career out of it as the state government has kept 10 percent job reservation for meritorious sportspersons in few departments, including Police. He advised the players to maintain discipline, sportsman spirit, which are the main key to success of a player.

According to Organizing Committee Chairman, Dor Tsering, 15 teams are participating in the tournament.

The Committee has kept a cash prize of Rs. one lakh for the winning team and Rs.50,000 for the runners up team. Apart from this, the organisers would award Rs.20,000 and Rs10,000 each to the ‘discipline team’ and ‘best goalkeeper’ of the tournament as a token of encouragement, he informed.

The inaugural programme was also attended by former Zilla Parishad Chairperson of West Kameng RD Thongdok and Dirang ADC Dagbom Riba.

GSU demands fresh recruitment notification

ITANAGAR, Jul 25: The Galo Students' Union (GSU) in a representation to the Chief Secretary appealed him to direct the West Siang District administration to cancel the notification-cum-advertisement issued earlier for appointment in vacant posts of LDC and UDC and issue fresh advertisement for the same as per prescribed norms for direct recruitment and promotion.

Out of the total 6 LDC vacant posts, 4 have been reserved for APST and 2 are under General quota. Similarly, out of the total vacant posts for UDC, 2 have been reserved for APST and 3 are under General quota, the GSU said.

While issuing the notification for recruitment, West Siang district administration had violated the direct recruitment rules, GSU spokesperson Marli Kamki said adding, “There has to be cent per cent transparency in every recruitment process carried out in the district”.

The said notification has caused a sense of deprivation among local unemployed youths, rued Damik Gameh, President, GSU.

The Union also appealed to the West Siang district administration to take cognizance of the matter and take necessary corrective steps.

Rally marks Anti Dengue month

ITANAAGR, Jul 25: A rally on Anti-Dengue awareness was taken out today at Doimukh to mark the Anti Dengue month 2015.

Students of M.E school Emchi, local public and health staffs participated in the rally along with District Vector Borne Disease Control Officer, Yupia, Tatung Tayang.

Speaking during the function, Dr. S. Ronya emphasised for prevention and control measures and aspects of Dengue.

District Consultant (Vector Borne Diseases) Yupia, Techi Pekhi Tara, briefed on various vector borne diseases and causes of Dengue, J. Encephalitis and Malaria.

DVBDCO, Tatung Tayang and Dr. Nabam Takang M.O addressed the function.

Among others, Dr. Jamnia Ado, DRCHO Yupia and Dr. Tania Raju, DANO, Yupia also attended the function.

ALSDSU calls for starting of TAH

ITANAGAR, Jul 25: The All Lower Subansiri District Students’ Union (ALSDSU) has called for early starting of Trans Arunachal Highway (TAH) in Lower Subansiri district.

Saying that the condition of the road is turning from bad to worse, it has asked for the compensation to be paid as early as possible to start the work. The union submitted a memorandum to the Lower Subansiri DC in this regard.

Their other demands include maintenance of road stretching from Potin to Bopi, illegal land encroachment and reducing the transportation charges for students.

50-ft Lopon Rinpoche statue to be erected at New Bomdila

ITANAGAR, Jul 25: All Monpa Youth Association and West Kameng Collegian Co-Ordination Committee have decided to jointly undertake the task of construction of 50-ft Lopon Rinpoche statue at New Bomdila under the guidance of Monk Sang Lama, in-charge of Sange Lama Gompa, New Bomdila, West Kameng district.

Both the organisations have appealed to the people of West Kameng to come forward and support the noble work and render physical services to ensure its early completion.

Malaria awareness camp

ITANAGAR, Jul 25: A malaria awareness camp was organised at Kokila Sub-Centre under Balijan circle today by the District Vector Dome Disease Control Programme Officer (DVBDCPO), Yupia as part of Anti-Malaria month observation.

During the day long programme, Tatung Tayang, DVBDCPO highlighted aim and objectives of Anti-Malaria month campaign and urged public to co-operate with Indoor Residual Spray (IRS) teams while carrying out DDT spraying by allowing them to cover atleast 50 percent of their dwelling houses/places.

Informing about detection of JE and dengue cases in various parts of the state, he suggested all to sleep under mosquito net to avoid mosquito bites and remove stagnant water in their surroundings to prevent mosquito breeding.

Ravi Ram Konkak ASM Kokila and Jamoh Biukon, GPM also spoke in the camp.

RP Tanu, District Vector Borne Disease Consultant explained the gathering on how to use long lasting insecticidal nets (LLIN).

On the occasion, LLINs were distributed among the villagers.

Meet on intensive diarrhea control fortnight

SEPPA, Jul 25: A steering committee meeting in connection with ensuing Intensive Diarrhea Control Fortnight was held in the office chamber of East Kameng Deputy Commissioner here yesterday.

East Kameng Deputy Commissioner Sandeep Kumar Singh, who presided over the meeting, asked the District Medical Officer to prepare a schedule of action plan and share it with Education and Public Health and Engineering Department. The Deputy Commissioner advised PHED to integrate a programme on safe drinking water as per the schedule. He also asked the EE, PHED to provide bleaching powder to all the schools of Tawang with proper training on its usages.

DMO Dr. N. Geiyi informed that the Intensive Diarrhea Control Fortnight would be launched on July 27. The main objective is reduction of child mortality under 5 years from diarrheal death. Activities to be carried out during the programme include treatment with ORS and Zinc tablets along with adequate nutrition intake, establishment of ORS-zinc corner in health facilities, demonstration of health washing techniques, encouragement of breast feeding, detection of undernourished children for treatment, safe drinking water, IEC activities on diarrhea etc, the DMO informed.

Blood donation camp by AAPSU

ITANAGAR, Jul 25: All Arunachal Pradesh Student Union (AAPSU) in collaboration with the Arunachal Student Union Shillong (ASUS) is organising a three days blood donation camp at the North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS), Shillong, Meghalaya.

On the first day of the camp which began today with the motto “The need is constant, gratification is constant, donate blood”, the AAPSU team lead by Gen Secy. Biru Nasi and convenor Tadar Kakum have donated blood and a total of 45 units of blood has been collected so far. More than 100 students have registered their names for blood donation.

Next blood donation camps will be held on July 27 and 28.

Speaking on the occasion Biru Nasi emphasised on organization of more blood donation camp and urged upon the youths to participate in such noble gestures for the benefit of Arunachalee patients in the medical institution.

Medical Superintendent Bhaskar Borgohain, while extending support to students, stressed on awareness creation on the need of blood donation among the youths as only 50 per cent of the country's blood requirement is fulfilled through such blood donation camps. It is worth mentioning here that NEIGRIHMS is recognised as one of the most prominent medical institutions in entire north east and most of the Arunachalee patients are visiting the institution for inexpensive medical care.

Dept of Tax fails to plug revenue leakages

ITANAGAR, Jul 25: The Department of Taxation has seen revenue leakages of more than Rs six crore because of its failure to adhere to laid down rules. The Comptroller and Auditor General in its reports have cited 12 major instances where the government had to lose revenue. In one case, more than Rs 1.51 crore was lost due to non payment of taxes.

Cross-check of records of the Superintendent of Taxes (ST) Pasighat, with those of the Executive Engineer (EE), Rural Works Division, Pasighat, in September 2014 revealed that a contractor executed two works contracts, valued at Rs 16.11 crore, between January and December 2013 and final payment thereof was also made in June 2013 and March 2014 respectively, without deducting any tax from Bills of the contractor. Further, records of the ST, Pasighat, revealed that the contractor was neither registered nor paid any tax on the value of works executed. Thus, the dealer was liable to pay Tax of Rs 1.51 crore, besides interest of Rs 21.41 lakh for non-payment of tax (calculated upto Aug 2014 @ 24 per cent per annum), and penalty of Rs 1.51 crore for carrying on business without registration.

Since the dealer was not registered, the entire outstanding revenue of Rs 3.23 crore would ultimately lead to loss of revenue to the State exchequer.

The case was reported to the Department/Government in October 2014; reply is still awaited (March 2015).

Meanwhile, scrutiny of records of the ST, Tezu, in June 2014 revealed that two dealers sold Veneer and Sawn Timber valued at Rs 3.87 crore between April 2007 and March 2009 in the course of Inter-State Trade, and claimed exemption from payment of tax by furnishing declarations in Form ‘C\ The ‘C’ Forms furnished by the dealers were not valid as the dealers were not registered under the CST Act. Thus, the dealers were liable to pay tax of Rs 48.37 lakh besides; penalty of Rs 96.77 lakh was also leviable for selling goods without registration in the course of Inter-State Trade. The Assessing Officer also did not initiate any action to register the dealers and recover the tax payable. Govt response was being awaited as on March 2015.

Examination of records of the ST, Ziro, in September 2013 revealed that a dealer imported taxable goods like DG Sets, Cranes, Welding Machines, etc valued at Rs 3.10 crore between April 2006 and March 2009 by utilizing ‘C’ Form/ Way Bills from outside the State. However, the dealer submitted a single return in March 2009 for the aforesaid period and disclosed a turnover of Rs 3.10 crore, but claimed exemption from payment of tax, and accordingly paid no tax. Since the dealer did not deal in goods specified in Schedule-I of the Act, he was not eligible to get exemption from payment of tax. But the ST did not initiate any action to complete the assessment of the aforesaid period and recover the admitted tax from the dealer.

In another case, a dealer had evaded tax of Rs 38.75 lakh, calculated at 12.5 per cent on Rs 3.10 crore. Since four years had already expired from the end of the tax period of March 2009, assessment for the aforesaid period became time-barred, leading to loss of revenue of Rs 1.29 crore (including interest of Rs 51.76 lakh @ 24 per cent per annum upto August 2013 and Penalty of Rd 38.75 lakh). The case was reported to the Department/Government in February 2014 but they were yet to respond till March 2015. Meanwhile, during audit of the Commissioner of Excise, Arunachal Pradesh, Itanagar, in June 2014, it was noticed that six Bonded Warehouses and 18 wholesale vends had not renewed their licences falling between October 2010 and June 2015 in advance before the expiry of the validity period. No action was taken to cancel the licences. Instead, the CoE continued to issue import passes to the licensees. The irregular grant of passes without realization of the Licence Fee not only violated the Excise Act but also resulted in non-realization of revenue of Rs 46.50 lakh. Besides, fine of Rs 5.18 lakh was also leviable for default in renewal of Licence.

Govt assures full support to tackle Dengue

PASIGHAT, Jul 25: Necessary instructions have already been given to the Health Secretary for providing all supports including financial assistance to the East Siang health department in general and the hospital administration in particular to tackle Dengue in the district. This was informed by advisor to the Chief Minister, Bosiram Siram while attending a consultative meeting with the doctors during his visit to the Dengue patients at the General Hospital, Pasighat today.

He urged the doctors to place their requirements before him for immediate approval of the Chief Minister and Health Minister. He also shared the messages of the state’s Chief Minister and Health Minister who were preoccupied outside the state.

Pointing out various causes of ever increasing mosquito-breeding grounds, he called for effective measures to control Dengue. Lauding the medical fraternity for their dedicated services, Siram said in spite of huge detections of Dengue cases, there was no death. “I will pursue the state health authority not to transfer any doctor of Pasighat General Hospital during the situation”, he said. Siram also hailed the Govt's proposal to allocate Rs 30 crore for the AP Chief Minister's Universal Health Insurance Scheme (APCMUHIS) with increase in health coverage per family per year from existing Rs. 2 lakh to Rs. 3 lakh saying that it would immensely benefit the masses. ZPC Kaling Dai, who accompanied Siram, said District Health Society has taken enough measures to control Dengue and Anti-Dengue campaign initiated by DMO was very effective. He stressed on effective solid waste management to eliminate breeding grounds of mosquitoes.

DMO M Perme spoke on the achievements and challenges being faced in the district. Medicine Specialists Dr. T Tali and Dr. J Gibi, who are closely monitoring all clinical reports and developments, appealed the people not to panic as the hospital is well equipped to tackle any eventualities. All the doctors and staffs are providing dedicated services to the patients, they said.

Earlier, Siram distributed fruits to the patients and wished for their well-being. He was accompanied, among others, by PMC Chief Councillor Denong Tamuk, Dy. Chief Councillor, Kaling Darang and Congress party workers and medical staff during his visit.

MLA Kaling Moyong also visited General Hospital Pasighat today to take stock of the preparedness to contain the Dengue epidemic in East Siang. While interacting with the Dengue patients and distributing fruits, he reassured them of all possible help from the government and the health department.

Lauding the doctors for their dedicated service, the MLA informed that he had already taken up the matter with the Chief Minister and the CM assured full support and help. He appealed to the department and the general public to carry out Dengue preventive measures.

Dr. Mandip Perme DMO informed that the government is taking the matter seriously and committed to contain the disease. Dr. T. Tali, Dr. J. Gibi and Dr. B. Apum highlighted the causes and symptoms of the disease. They appealed all not to go for self medication but get treatment under close monitoring and supervisions of competent doctors. DIPRO

Play constructive role for benefit of labourers, Richo

ITANAGAR, Jul 25: State Indian National Trade Union Congress (INTUC) President Padi Richo today called upon the INTUC members to play constructive role in spreading awareness regarding various benefits being provided to the labourers.

Presiding over a meeting of the INTUC representatives at APCC conference hall here this evening, Richo urged them to go through the Budget document 2015-16. He asked the members to keep track on the assurance made by the Chief Minister for the benefit of the workers. The CM had announced various welfare schemes and enhancement of labour wages during the International Labour Day celebration held here in I G Park in May last, Richo said adding that the CM had also assured to provide laptop for every branch of the union and the head office of those unions who comes under INTUC. Richo asked them to have a dedicated working committee with representatives from every labour union who has joined INTUC and to appoint in-charge of MGNREGA works.

APPSCE aspirant dies of electrocution

DAPORIJO, Jul 25: Raja Timba (38), an APPSCE aspirant from Dumporijo, died tragically due to electrocution at Gepen near Baja village yesterday while he was returning from Itanagar to Daporijo along with a relative after completing his mains examination.

The incident occurred when he came in contact with a live wire while trying to clear the road by cutting a tree which was blocking the road attached to the live wire. Reportedly, he died immediately after he got in contact with the live wire.

A team of police from Daporijo Police Station and staff from Power Department reached the spot after hearing the incident and brought back the lifeless body of Raja to Dumporijo and handed it to family members.

Meanwhile, relatives and friends have expressed shock and grief over the tragic death of Raja, who also was a school teacher.

He left behind four children and his wife.

Independence Cup football tournament begins in Tawang

TAWANG, Jul 25: Defending champions Shyo United FC defeated Urgelling FC 2-0 in the opening match of the Independence Cup Football Tournament-2015 at High Altitude Outdoor Sports Stadium here today.

Thuptan Tashi and Tashi Dondup scored one goal each for the winning team in 23rd and 65th minutes respectively.

Tawang Deputy Commissioner Abhishek Dev, who attended the opening ceremony, called upon the players to maintain discipline and sportsmanship throughout the tournament.

Superintendent of Police Anto Alphonse said that games and sports are important part of our life and advised the participating teams to play the game with true sportsman spirit without thinking about winning and losing. The final will be held on August 15, DIPRO.

Training held on scientific poultry production

ITANAGAR, Jul 25: Progressive local farmers from Papum Pare, Upper Subansiri and West Siang districts took part in an ICAR Research Complex for NEH Region, Arunachal Pradesh Centre, Basar conducted two-days training programme on scientific poultry production which concluded at the center here today.

During the training, which was conducted under the Center’s Tribal Sub Plan (TSP), farmers were provided with Vanaraja poultry chicks, feeds, medicines, watering and feeding items.

Speaking on the occasion as chief guest, Aalo DVO Dr. Pagi Basar highlighted the various activities of veterinary department in West Siang district and appraised the role of ICAR Basar while, ICAR Basar Joint Director Dr. R Bhagawati briefed about the various farmer-friendly location-specific technologies.

ICAR Basar VEE Scientist Dr. Doni Jini course coordinator of the training also explained about improved location-specific poultry husbandry.

Over 300 attend yoga-cum NSS orientation prog

ITANAGAR, Jul 25: Over 300 participants including students and teachers attended a seminar on yoga and its benefits-cum-NSS orientation programme for NSS volunteers which was held at Eknathji Centenary Bhawan at VKV Chimpu here today.

Addressing the participants as chief guest Swami Sanket Maharaj of RK Mission Itanagar spoke about the role of NSS and NCC in carrying out selfless works for the needy people. He quoted examples from the past when NCC volunteers in Rajasthan’s Jaisalmer district distributed essential goods to the farmers at Indo-Pak border during the time of draught.

State Liaison Officer Dr. VN Sharma in his address urged the participants to uphold the national service as part of any citizen’s duty. While explaining the NSS slogan ‘Not Me, But You’, he further appealed the volunteers to be unselfish and hard working.

Family escapes fire in Daporijo

DAPORIJO, Jul 25: The members of a family had a miraculous escape from a devastating fire which burnt down their house.

The fire broke out suddenly at around 11 pm at Ganga Colony and devoured two houses yesterday night. Local ornaments and other valuables worth lakhs of rupees were either lost in the fire, claimed the victims.

One of the house owner alleged sluggish response by the fire brigade stationed hardly 100 mtrs away from the incident site. The house owner, who ran to the fire station to inform about the fire, said he was able to wake up the fire fighters from deep sleep only after 5-6 minutes of effort. Later, the fire was doused by the fire brigade.

Over 3000 saplings planted in Doimukh constituency

ITANAGAR, Jul 25: Over 3000 saplings of different species were planted during Van Mahotsav (festival of tree plantation) since July 2 in Doimukh constituency which concluded at Lichy in Kimin circle today.

The plantation programme started at Tikdo in Yupia circle and covered Sangdupota, Balijan, Banderdewa and Kimin circle under Papum Pare district.

Participating in the concluding day and last leg of the plantation programme at GHSS, Kimin, Legislative Assembly Speaker and Doimukh MLA Nabam Rebia exhorted the students of the school to plant more and more trees in their neighborhood to maintain a healthy environment.

On being requested by the students, the Speaker sanctioned ten ceiling fans on-the-spot for the school. He asked the Junior Engineer of the PHED to immediately provide treated drinking water to the school. He also sanctioned 50 pairs of furniture for the school. Besides, he asked the School Management Committee chairman to submit estimate for minor repairing of the school at the earliest.

Earlier, Rebia accompanied by Papum Pare Deputy Commissioner Tai Kaye, all HoDs of the district, ZPM Tai Tayu other Panchayat leaders planted trees at the SDO office.

Later, the team proceeded to VKV Sher and planted trees with the school children.

Thereafter, the team further proceeded to Hawa Camp Middle School and Lychi, the last village of Doimukh constituency.

The speaker interacted with the school children and made them aware about the importance of trees plantation.

At Lychi, the Speaker inspected the hanging bridge over Panyor River connecting Lower Lychi with Upper Lychi and asked the public to submit an estimate for repairing and maintenance of the hanging bridge.
